Clyde Engineering built ten C Class locomotives at Rosewater for Victorian Railways in 1977 and 1978. The GT26CW design developed the WAGR L Class concept with a full-width safety cab.
Purchased for heavy freight, the class worked the North East and Serviceton corridors and later ranged interstate following conversion to standard gauge.
